Our team is rapidly growing as we invest in new technologies and capabilities, and we are in search of enthusiastic individuals who can help us in achieving our mission. We are continually improving the service we give to our customers and, in line with this, we are creating a new response and management team within the HMRC Fraud Prevention Centre.
The Fraud Prevention Centre (FPC) is a strategic capability within HMRC Security, designed to safeguard customers and the organisation against identity-related fraud and emerging threats. Its mission is built on three interconnected pillars: Protection, Detection, and Response, all underpinned by advanced threat intelligence and customer support. The Centre operates across multiple functional areas, including Proactive Protection, Customer Support & Response, and Strategy & Advisory, to deliver a holistic approach to fraud prevention.
Job description
The Fraud Prevention Centre (FPC) is a critical component of HMRC's security and fraud prevention ambition. As the organisation continues to develop and mature this capability, we are seeking an experienced Implementation Manager to support the delivery of change across the FPC-led portfolio.
This role will help ensure that change arising from programmes, projects, policy, and standards is successfully implemented into operational environments. The post holder will support the planning, coordination, and embedding of change activities, helping teams understand impacts, prepare for implementation, realise benefits, and adopt new ways of working.
Working closely with delivery teams, subject matter experts, operational colleagues, and stakeholders across HMRC, the role will contribute to the effective implementation of identity-related policies, standards, and data governance requirements. Through supporting change delivery and operational adoption, the post holder will help strengthen fraud prevention capability and improve the consistency and effectiveness of controls across the Fraud Prevention Centre.
Person specification
- Support the delivery of Business Change activity across the Fraud Prevention Centre, helping ensure change is planned, implemented, adopted, and embedded effectively.
- Develop and maintain implementation and readiness plans for assigned projects and initiatives, ensuring impacts, dependencies, risks, and outcomes are identified and managed.

- Facilitate workshops, meetings, and engagement activities to support stakeholder readiness and the adoption of new controls, tools, and processes.
- Support Business Change communications and implementation activities, working with Project Managers and Benefits Managers to promote successful transition into business-as-usual operations.
- Assist in translating policy, standards, and project requirements into practical implementation activities that can be delivered within operational environments.
- Provide advice and support on the application of identity policies and standards, working with specialist colleagues to ensure solutions are implemented consistently.
- Support data governance and compliance activities, helping ensure appropriate controls relating to access, retention, handling, and classification are considered during delivery and implementation.
- Identify and manage risks, issues, and dependencies relating to change implementation, escalating where appropriate and contributing to effective resolution.
- Monitor implementation progress, capture lessons learned, and contribute to continuous improvement of change management practices across the FPC.
