Programme Manager – Heat network

Our client is seeking a Programme Manager to support the delivery of energy services contracts within its Route to Zero team. The role will focus on district heating and heat network programmes, including the management of existing contracts with a District Energy Company and the development of a Green Book–compliant Business Case for the future of the Broad Street contract, which runs until 2032. This is a contract opportunity expected to last approximately 12 months, with the possibility of extension. Key Responsibilities: Managing existing energy services contracts and supporting effective programme deliveryLeading the development and formal approval of a Green Book–compliant Business CaseSupporting strategic planning for the future of the Broad Street heat network contractCo–ordinating specialist advisers and ensuring contributions are aligned with programme objectivesMonitoring programme risks, dependencies, milestones and deliverablesProviding clear progress updates and recommendations to senior stakeholdersWorking collaboratively across energy, highways and infrastructure functionsEnsuring governance, assurance and reporting requirements are consistently maintained Job Requirements: Extensive experience in programme management within energy, infrastructure, highways or a related disciplineDirect knowledge of district heating, heat networks or energy services is highly desirableProficiency in developing HM Treasury Green Book–compliant Business CasesExperience co–ordinating specialist advisers and multi–disciplinary project teamsStrong understanding of programme governance, risk management and stakeholder engagementExcellent communication, organisation and report–writing skillsAbility to manage complex programmes involving public sector stakeholders and contractual arrangementsRelevant professional qualification or equivalent experience in programme, infrastructure or energy management Contract Details: Approximately 12–month contractPossible extension subject to programme requirementsImmediate start preferredOpportunity to contribute to significant heat network and net zero infrastructure programmes If you are an experienced Programme Manager with expertise in heat networks, energy services, highways or infrastructure delivery, apply now to support this important Route to Zero programme.
