Job summary

Ofgem is now looking for a Head of Strategy to define how the energy sector tackles the cost of transitioning to a secure and lower-carbon energy system. We’re offering a permanent role with the chance to lead ambitious, high-profile strategic work with implications for consumers and the future energy system. You’ll be at the heart of the Cost Allocation and Recovery Review, exploring how energy pricing can evolve as investment, electrification and consumer flexibility transform the system. Leading a small and flexible team, you’ll help establish clear strategic direction across complex, cross-cutting issues that reach across Ofgem’s Markets and Infrastructure groups.

This is a highly influential position with the scope to shape thinking on some of the most significant questions surrounding future energy pricing. You’ll work closely with senior leaders across Ofgem and engage with government, industry and consumer stakeholders, bringing together different perspectives to help develop approaches that are efficient, fair and practical while supporting Net Zero and growth.

We’re looking for someone with significant strategic leadership capabilities and the judgement to navigate complex policy questions, evaluate competing evidence and translate uncertainty into clear direction. You’ll combine this with accomplished team and programme leadership, excellent problem-solving capabilities and the confidence to influence senior stakeholders, build consensus and challenge constructively.

You’ll have the platform to influence Ofgem’s wider strategic direction and contribute to decisions with long-term implications for consumers and the energy system. Job description

Key Responsibilities and Outputs:

• Lead the development of policy and strategy on some of Ofgem's most complex
  and high-profile issues, helping to shape the future direction of energy pricing
  and consumer regulation.
• Bring together analysis, stakeholder insight, operational considerations and
  consumer perspectives to identify options, evaluate trade-offs and develop
  recommendations for senior decision-makers.
• Lead and develop a team, creating an inclusive and high-performing environment
  and supporting colleagues to deliver high-quality work.
• Lead the team's work on complex strategic questions, working across disciplines
  and drawing on expertise from subject matter experts, economists, analysts and
  lawyers.
• Develop compelling advice for senior leaders, distilling complex evidence into
  clear choices and recommendations.
• Lead engagement with government, industry, consumer bodies and other
  stakeholders to understand emerging issues, test ideas and build support for
  policy development.
• Provide programme leadership across a portfolio of work, ensuring effective
  governance, risk management and delivery against objectives.
• Contribute to the wider leadership of the directorate, helping to shape priorities,
  improve ways of working and drive continuous improvement.

Person specification

Essential Criteria:

• Ability to provide strategic leadership on complex policy
  issues, bringing together diverse evidence and
  perspectives to develop clear recommendations and shape
  direction. (LEAD)
• Strong judgement and problem-solving skills, with
  experience of using quantitative and qualitative evidence
  to evaluate complex trade-offs and support effective
  decision-making.
• Proven experience of leading and developing high
  performing teams to deliver high-quality outcomes.
• Experience of managing significant programmes, projects
  or workstreams, including establishing governance,
  managing risks and driving delivery through others.
• Excellent influencing and stakeholder-management skills,
  with the ability to build consensus, challenge
  constructively and communicate complex issues to senior
  decision-makers.
