Join the Corporate Property service as a Senior Facilities Manager and become a key member of the Facilities Management leadership team.You will help manage and develop the Facilities Management function, leading the effective day-to-day delivery of services across a large and complex property portfolio. Working through an intelligent client model, you will help ensure the portfolio is safe, sustainable, efficiently managed and able to meet the needs of the Council and the communities its properties serve.

About the role

Reporting to the Head of Facilities and Workspace Management, you will provide leadership, vision and support to the Facilities Management team. You will guide and mentor colleagues through team coaching, while managing, delegating and coordinating a diverse range of activities to support effective and efficient service delivery. Acting within the Intelligent Client Function, you will manage the Facilities Management service provider through robust contract management principles. You will be a primary link between Council stakeholders and the service provider, building effective relationships across Council departments and monitoring delivery against the Facilities Management service contract. Your responsibilities will include:


  • Lead the delivery of Facilities Management services across the property portfolio, ensuring high standards of service, value, efficiency and business continuity.
  • Manage and develop the Facilities Management function, including leading, coaching and supporting the team, overseeing emergency procedures and deputising for the Head of Facilities and Workspace Management when required.
  • Oversee supplier and contract performance, working closely with the Facilities Management service provider and Commercial team to ensure compliance with NEC4 contract requirements.
  • Manage operational and financial performance, including capital and revenue budgets, performance indicators, and programmes of building fabric, electrical and mechanical works.
  • Provide professional Facilities Management expertise, preparing reports, presentations and briefing papers, while building effective relationships with internal and external stakeholders, regulatory bodies, consultants, emergency services, voluntary organisations and elected members.

The role also has responsibility for managing operational property risks, overseeing statutory duties and record keeping, supporting audits and ensuring facilities meet relevant legislation, policies and industry standards.

What we are looking for

You must have one of the following:

  • A degree-level qualification in an appropriate field
  • An HNC or HND qualification in an appropriate field
  • At least five years’ experience in Facilities Management

You must also be a member of an appropriate professional body or institution. We are looking for someone with:

  • Proven experience of delivering Facilities Management services across a large and complex property portfolio through a contracted provider and intelligent client model.
  • Extensive knowledge and understanding of property and mechanical and electrical management systems.
  • Experience of managing budgets and delivering multiple activities and smaller scopes of building fabric, electrical and mechanical works.
  • The ability to build strong relationships with stakeholders at different levels, constructively challenge others and influence successful outcomes.
  • Excellent customer service and building-user liaison skills.
  • Excellent written and verbal communication skills, including the ability to prepare reports and communicate effectively with building users and contracted providers.
  • Experience of working effectively and professionally with statutory authorities.
  • Knowledge of relevant property legislation and experience of applying it across a large and complex portfolio.

A NEBOSH General Certificate is desirable.
