Job description

Regional Delivery is a large, complex, and geographically dispersed operation within the DIO covering circa 58,000 assets, across over 500 sites and 275,000 Ha of freehold and leasehold estate in the UK and a further 580,000 Ha overseas: with a multitude of £multi-million contracts to manage. We deliver soft and hard facilities management services including building, maintaining, and servicing the majority of MODs built assets in the UK and overseas and managing the MODs training estate tenanted estate and USVF Built estate.

The position advertised is for a DIO Senior Facility Manager (SFM), based within the Telford Area. The role is responsible for 7 main MOD establishments and several satellite sites within the geographical area of Service Delivery Area 13 and is supported by a team of Facility Managers.

The SFM role plays a significant part in the delivery of services to military and civilian MOD colleagues, leading the operational oversight and enabling of all aspects of hard and soft FM services, through a third-party supplier partner network, over the whole portfolio.

The role includes contract and supplier management, in addition to the planning and delivery of an extensive maintenance/minor works programme acting as the key customer interface across their area, working collaboratively with our Industry Partners; and engages in providing advice to assist decision on optimising the use of and management of all property, buildings, and workplaces.

Person specification

The successful candidate will lead customer engagement through key governance forums, ensure a culture of safety first, deliver value for money and provide expert advice and oversee particularly complex sites while enabling and providing support to Facilities Managers (FMs).

Responsibilities include but are not limited to:

  • Leadership Management. Direct, lead, support & enable a team of Facility Managers delivering FM activities & programme support across area of responsibility.
  • Maintain commitment to personal development and training compliance; encourage and supporting the team to do the same.
  • Maintain strong and collaborative relationships with Industry Partners to provide the continued level of support needed to deliver service provision across MODs diverse estate.
  • Support & participate in a culture of continuous improvement.
  • Ensure regular and effective communication and engagement with Head of Establishments (HoE Reps), Industry Partners and Key stakeholders.
  • Maintain Hard & Soft FM advice and delivery.
  • Monitor both Hard & Soft FM contract performance to ensure delivery against all KPIs and agreed contractual obligation is achieved.
  • Assure service delivery of planned & response maintenance in accordance with statutory legislation, Health, Safety & Environmental standards, policies and mandatory requirements.
  • Provide advice and support to Heads of Establishment for the management and mitigation of infrastructure risks, where statutory & mandatory compliance of assets is not possible.
  • Carry out the appropriate level of risk management in accordance with DIO Risk Policy. Ensuring contract mechanisms are used effectively to record early warnings, complete risk reduction activity & register contract defects.
  • Support the management & review of planned work in accordance with local budgets to deliver programmed works.
  • Carry out proactive management to ensure goods & services are delivered within the agreed contractual arrangements.
  • Support the delivery of in-year programme of works including technical, financial & commercial checks in-line with contractual requirements and letters of delegation.
  • Collate information & prepare reports for mandated weekly & monthly establishment meetings.

A full UK driving licence is required. The role involves travelling between sites that are not easily accessible using public transport.

Hybrid Working:

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
