Job summary
You will be joining our experienced Housing and Infrastructure Grant Transactions team led by Nick Kelly as part of the wider Housing and Infrastructure Grant funding team led by Pauline Schaffer. We are committed to making a positive impact by funding housing and infrastructure to unlock new homes and residential mixed-use developments, supporting growth and regeneration. Working in a team with our current Heads of Infrastructure Grant Transactions Angela Kiwanuka, Michael Telfer and Jon Sayer the Infrastructure Grants Transaction Senior Manager will play a critical role in supporting the development of our pipeline of transactions through the due diligence, contracting and approval process for grant funded propositions across the Country.Job description

Working with key stakeholders and a multi-disciplinary professional team you will ensure efficient, consistent and effective progression of projects through approval stages and the negotiation of grant funding agreements with partner organisations. The Housing and Infrastructure Grant Transactions team is dedicated to delivering a considered and measured approach to projects, applying innovation and creativity to complex development and funding challenges. The team values diversity in experience and perspective, working in a collaborative, flexible and applying commercial awareness to foster strong decision making and effective problem solving.
The role will support grant recipients with the structuring of their funding requests for a wide range of projects ranging from small to large and complex regeneration and strategic projects around England. You will review project appraisals, development viability assessments, cashflows and funding structures to ensure proposals are robust, deliverable and represent value for money. The role includes commissioning and managing external consultants and professional advisors, coordinating technical due dilligence and proving commercial advice across the Agency.
Having launched the National Housing Delivery Fund there are exciting, ambitious and rewarding projects to get involved with and this is an excellent opportunity to join the team working closely with colleagues across the Agency and partners.
Person specification
We are looking for someone to join our team who understands and is passionate about delivery of funding to support development and regeneration and is used to working in a fast-paced environment where there is the need to balance competing priorities.
Whilst our day job is to deliver first class customer service to our stakeholders and partners, you will be used to "spinning several plates" at once and will always be looking for ways to improve and innovate.
You will be comfortable with regular national travel to support the development of a pipeline of projects, analysing development proposals, working in close collaboration with other departments within Homes England and externally, managing preparation of business cases and approvals and contracting grant opportunities.
Delivering on a mission as bold as ours isn’t always easy. You will be resilient and comfortable managing stakeholders at a senior level, and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as a Housing and Infrastructure Grant Transactions team. You will enjoy working across the Agency, be innovative, creative, fun and engaging and be able to negotiate and execute transactions.
As an experienced Development, Economic Development, Regeneration, Surveying, Planning or similar related professional, you will have strong understanding of housing or regeneration development delivery, financial viability, project cashflows, cost analysis and deliverability and project deliverability. You will understand how to collaborate with colleagues and be able to demonstrate that you can work with partner organisations in a collaborative and inclusive way. Ideally, you will have knowledge of public sector grant funding, subsidy control requirements and funding programme structures whilst experience of managing consultants and external advisers is highly desirable.
