About the role
Job summary
The PSFA Intelligence Unit was established as a direct response to the emerging threat of the C-19 pandemic and the rapidly changing frauds being committed against schemes which were rolled out to provide support for businesses and the public. The need was identified for a centralised Intelligence function to facilitate and coordinate the flow of information across Government as well as providing the general public with an anonymous route to report information.
The PSFA Intelligence Unit is now in the design and development phase as it seeks to evolve and provide additional support for the wider Public Sector in combating fraud, corruption and bribery. The team is dedicated to enabling flows of intelligence across the Public Sector with a view to developing both Tactical and Strategic views around the threat of fraud targeting HM Government’s £800bn annual spend. Critical to this process is the provision, to departments with reduced capacity and capability and other agencies, of intelligence that would not normally be known to or available in their own organisations.

You will be joining the Intelligence Team within the newly founded Public Authorities Fraud Investigation and Enforcement Service (PAFIES). We pursue fraudsters who target public sector organisations, building intelligence packages for criminal prosecution or civil disposal. We also work with our civil colleagues to use all the tools and penalty options at PAFIES disposal to reduce the impact of fraud.
The successful candidate will be responsible for leading our intelligence development work; seeking out collaboration opportunities with our investigative colleagues and developing the processes which underpin this engagement.
Key responsibilities
You’ll be leading a team of 4 colleagues, and your key responsibilities will include:
- Leading the production of high-quality intelligence products, specifically developing intelligence packages enabling partners to complete criminal and civil investigations.
- Work-managing intelligence intelligence officers, assuring their professional performance, and ensuring their learning and development.
- Making sound, well-reasoned decisions at pace, responding where necessary to real-time events. Taking account of relevant legislation, the impacts on your people and PSFA/Civil Service reputation. This includes ensuring your team meets all CPIA disclosure responsibilities.
- Demonstrating strong collaboration skills with the ability to build effective and enduring relationships across PAFIES, the wider PSFA, other government departments and external partners, stakeholders and customers.
- Driving continuous improvement, encouraging ideas for improvements, and creating a culture of innovation and inclusiveness within the team.
- Any other relevant duties identified and assigned by the PAFIES leadership team.
Person specification
You will be someone who:
- Can lead the development of intelligence products and manage staff in a criminal justice role.
- Demonstrates strong situational awareness, judgement, and personal integrity.
- Is adaptable, tenacious, and committed to continuous learning.
- Pays close attention to detail and maintains a high standard of record-keeping and legal compliance.
- Is prepared to travel and work away from home, within the UK, including overnight stays.
- Balances operational demands, detailed analysis and leadership responsibilities with confidence and integrity. You must be resilient, organised, and comfortable working at pace in situations where priorities shift quickly.
Essential Criteria:
To be considered for this role, your application must demonstrate all the following:
- Experience of criminal intelligence within a law enforcement or similar environment focused on counter fraud, economic crime or anti bribery & corruption within the previous 12 months.
- Sound up-to-date knowledge and understanding of relevant criminal justice procedures including the Regulation of Investigatory Powers Act (RIPA 2000), Investigatory Powers Act (IPA 2016), Criminal Procedures and Investigations Act (CPIA 1996), the Police and Criminal Evidence Act (PACE) or jurisdictional equivalents.
- A recognised intelligence qualification with up to date CPD.
Desirable Criteria:
- Working knowledge of counter fraud within the public sector.
- Experience in producing Management information (MI) and executive reporting.
- Experience managing the work output of a team.
Additional information:
Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.
