As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.

You'll be based at HMNB Clyde, home to the UK Submarine Service. It sustains the nation’s continuous at-sea deterrent and supports the Royal Navy’s fleet of nuclear-powered submarines. As a centre of excellence for submarine operations, Clyde plays a critical role in national security and global stability.

This position is advertised at 37 hours per week.

Job description

Are you ready to help shape the strategic heartbeat of HMNB Clyde? This is an exciting opportunity to join the Business department, where you will play a key role in providing strategic direction, strong governance and specialist professional support across a wide range of business functions. As Strategy and Governance Assistant Head you will lead and direct the Clyde S&G Department, helping to deliver high-quality outputs for NBC and the MOD Board of Directors across business strategy and planning, strategic information and reporting, risk management, iHub management and customer feedback.

What you will do:

  • Lead and manage Strategy and Governance Team.
  • Provide advice and support to multiple different stakeholders when required
  • Lead development and production of Business Plans.
  • Develop and maintain One Clyde Strategy/Headmark.
  • Develop and maintain Operation and Governance Arrangements.
  • Develop, manage and report against the HMNB Clyde Capability and Capacity baseline.
  • Manage a Master Data and Assumptions list that underpins the HMNB Clyde Capability and Capacity baseline and generate Third Order Assumptions in support of the financial planning cycle.
  • Manage internal reporting demands; provide mature Management Information, governance forums and collate requirements.
  • Manage external reporting demands; collate requirements.
  • Lead development of Integrated Risk Management Framework with key stakeholders to identify, analyse and mitigate risks against HMNB Clyde capabilities, manage risk register, and contribute to wider reporting.
  • Oversee the management of Naval Base Clydes iHUB.
  • Oversee HMNB Clyde’s Customer Feedback process in line with contractual requirements, providing management information to key stakeholders.

Person specification

To be successful with your application, you'll need to show that you meet the following essential criteria:

  • Experience of leading and managing a team, with the ability to provide clear direction, support and oversight to deliver high-quality outcomes.
  • Strong stakeholder engagement skills, with the confidence to provide advice, guidance and support to a range of internal and external partners.
  • Experience of developing, managing or contributing to business plans, strategies, governance arrangements or similar corporate planning products.
  • Ability to interpret, manage and present management information, reporting requirements, assumptions, risks or baseline data to support effective decision-making.
  • Excellent organisational skills, with the ability to manage competing priorities, meet reporting deadlines and maintain accurate records.
  • Experience of identifying, analysing and managing risks, including working with others to develop mitigations and support wider governance or assurance activity.
  • Strong written and verbal communication skills, with the ability to produce clear reports, briefings and updates for senior stakeholders.
