Job summary

The Defence College for Military Capability Integration (DCMCI) is one of the key operating units of the Defence Academy (DefAc). DCMCI trains the UKs Armed Forces as well as Civil Servants, International Allies and Industry Partners, focusing on the ‘technological edge’, leveraging the technology and information necessary to thrive in an increasingly interconnected, complex and ambiguous strategic and operating environment.

This role is within the Defence Capability Management School (DCMS) within DCMCI.

The Defence Capability Management School is focussed on harnessing technology and information to meet the needs of the Direct, Operate, Generate and Enable components of the Defence Operating Model and Functional Leadership.

DCMS Digital Content Manager: responsible creating and managing Defence Learning Environment forums for all Capability and Acquisition, Sustainability and Climate Change, Technical Assurance and Technology Integration related courses. The role will critically assess existing processes and learning resources with a view to maximising Defence investment through continuous improvement and placing the learner at the centre of the learning environment. The role will be responsible for creating new, innovative content, identifying, and exploiting future training opportunities.

The ideal candidate is someone who is passionate about training and developing others and has experience delivering educational content with HTML, Bootstrap, Moodle and Mahara.

Job description

Main responsibilities of the role are:

- Design and develop innovative Capability and Acquisition, Climate Change and Sustainability, Technology Integration and Technical Assurance DLE online course material working with the Defence Academy LCaD (J7) Learning and Development Advisor Team.

- Manage the DLE subcategory for all Capability and Acquisition, Climate Change and Sustainability, Technology Integration and Technical Assurance learning material and be accountable for their alignment with Defence Systems Approach to Training (DSAT) policies.

- Manage the DCMCI Neurodiversity Network by championing SpLDs across the college, offering SME support and guidance for staff and students, fielding enquiries and assisting staff to tailor their delivery methods to suit affected students.

- Provide direct educational support for all Capability and Acquisition, Climate Change and Sustainability, Technology Integration and Technical Assurance student’s academic queries.

- Seek opportunities to develop and enhance the use of digitation and technology in training to maximise efficiency and establish training centres of excellence.

- Liaise with Training Requirements Authorities and Academic Providers for all blended learning for Capability and Acquisition, Climate Change and Sustainability, Technology Integration and Technical Assurance.

- Deputise for Hd DCMS as required and wider Group, College and Academy duties, responsibilities and projects as directed by Hd TCG/Dir DCMCI.

This position is advertised at a minimum of 18.5 hours per week and located at the Defence Academy of the UK, Shrivenham. The role is suitable for a mix of home and office working, which currently expects 60% of the working week onsite at Shrivenham.

Person specification

The post requires:

• Experience of managing digital learning environments (e.g. DLE/Moodle or equivalent), including course creation, enrolment, and user management at scale.
• Proven experience designing and developing digital learning content, including use of HTML or equivalent tools to deliver engaging, accessible online learning.
• Knowledge and practical application of training governance frameworks, ideally Defence Systems Approach to Training (DSAT) or equivalent quality assurance standards.
• Experience of stakeholder engagement across multiple organisations, including working with Training Requirements Authorities, SMEs, and academic providers.
• Demonstrable ability to manage and prioritise competing outputs, delivering at pace while maintaining quality in a high-tempo training environment.
• Line management or team leadership experience, including developing staff and managing performance.
• Strong communication and influencing skills, with the ability to translate technical digital concepts into clear guidance for non-specialists.
• Commitment to inclusive learning, including understanding of accessibility requirements and supporting neurodiverse learners within a digital environment.
• Ability to drive continuous improvement and innovation, identifying opportunities to enhance training delivery through digital and blended learning solutions.

Desirable criteria:

• Experience within Defence training or the Defence Academy, with understanding of the Defence Operating Model and Functional Leadership.
• Qualified or experienced in instructional design / learning design, or a recognised L&D or digital content qualification.
• Experience of DSAT assurance activity, including evaluation, audit preparation, or course validation.
• Technical proficiency in platforms such as Moodle, Mahara, Bootstrap or similar, with evidence of building or enhancing learning systems.
• Experience of managing large-scale course portfolios, with multiple concurrent courses and high learner volumes.
• Understanding of data and performance metrics, using insights to improve learner outcomes and course effectiveness.
• Experience supporting organisational change or digital transformation in training delivery.
