About the role:
An ambitious Senior Procurement Manager opportunity within a major UK infrastructure organisation (Business Services Directorate). This is a high-profile role where your regulated procurement expertise and leadership will directly shape procurement strategy and influence major programmes and projects-genuinely more than "business as usual" sourcing.
You'll join a forward-thinking procurement function where ideas, pace, and stakeholder influence matter. The remit combines strategic category leadership, senior stakeholder partnering, and delivering compliant, high-value contract outcomes in a complex, highly regulated environment.

What you'll be doing:
- Lead a high-performing team, driving a consistent and innovative approach across the full procurement lifecycle-from strategy through to contract award and delivery.
- Build and execute procurement strategies that are fully compliant, commercially robust, and aligned to organisational objectives.
- Partner with senior stakeholders to translate business needs into clear market strategies, supply solutions, and engagement plans.
- Take a leading role in contract award activity and negotiation of key contract variations (within the regulatory framework).
- Collaborate with contract/commercial experts to resolve complex procurement challenges and strengthen sourcing approaches.
- Stay current on legislative changes and market trends, using insight to evolve procurement strategy alongside senior procurement leadership.
What they're looking for
- Strong, hands-on experience across the end-to-end procurement process in a regulated setting.
- Solid working knowledge of PCR 2015 and the transition into the Procurement Act 2024, including the policy guidance that underpins the public procurement environment.
- Evidence of market analysis and engagement to shape sourcing strategies and deliver best-value outcomes.
- Confidence producing high-quality tender documentation (e.g., ITT, RFQ and associated packs).
- Exposure to developing/using partnership-style contracting models (experience with NEC is advantageous).
- CIPS (or working towards) preferred.
- Excellent stakeholder management-able to influence, challenge constructively, and build long-term relationships.
- Location & working pattern
This role can be based from Leeds, Manchester, Birmingham, Bristol, Bedford, or Guildford, with a requirement to be office-based 40% of the working week. The role will involve engaging stakeholders and attending key sessions as required.
Salary & benefits:
- £60,000-£66,000 basic salary
- 10% employer pension contribution
