Job summary
Millions of people and businesses rely on HM Land Registry every year for guaranteed and trusted information on property ownership which covers properties worth around £8 trillion. Understanding and protecting the nation’s land ownership, and its potential use and value, is vital to a successful economy and a sustainable future.
The Core Casework Modernisation programme will create more efficient and resilient land registration through digital delivery of our statutory services, by harnessing technology and re-engineering processes to deliver radical, permanent change in how we receive data, reducing manual effort and our reliance on outdated technology.
Job description
You will be responsible for leading the programme, leading the digital transformation and leading the wider organisational transformation needed to deliver lasting change across HM Land Registry. You will take overall responsibility for the programme’s strategy, roadmap, risks and delivery, leading a geographically dispersed team of 200+ colleagues and driving the modernisation of core land registration services through new technology and the re-engineering of processes.
You will also build strong relationships with internal and external stakeholders, including government departments, lenders, solicitors, industry bodies and technology partners, to support delivery and influence the wider transformation of the property sector.
Alongside this main responsibility, oversee other programmes and projects with linked agendas.
As our programme director, you will be responsible for:
- Provide strategic leadership across the full programme lifecycle, overseeing delivery, implementation, roadmap, governance, risks, resources and benefits realisation, ensuring the programme remains aligned with HM Land Registry’s strategic priorities.
- Lead a geographically dispersed, multidisciplinary team of 200+ colleagues, including the senior programme team, creating a high-performing, engaged and supportive environment that encourages innovation, development and continuous improvement.
- Build and maintain strong senior stakeholder relationships across HM Land Registry, including Executive and Non-Executive Board members and key internal teams, while developing strategic partnerships with other government departments and external organisations including lenders, solicitors and industry bodies.
- Lead organisational change and engagement throughout the transformation, ensuring HMLR employees and trade unions are effectively involved, informed and supported, while working with planning, delivery and technology partners to ensure successful implementation.
- Oversee commercial and financial management of the programme, including programme budgets, suppliers, contracts, business cases, investment decisions and value for money, ensuring resources are secured and strategic delivery risks are effectively managed.
- Contribute at Executive level to the wider transformation agenda, providing strategic input to Executive Committees and ensuring effective programme governance, decision-making and oversight by the HMLR Executive Committee and Land Registry Board.

To be successful in this role, you will be required to demonstrate the following criteria throughout the recruitment process.
Essential Technical Skills and Qualifications:
- Must hold or be willing to work towards Major Projects Leadership Academy qualification.
Essential Experience:
- Demonstrable experience and associated evidence successfully leading and managing high value, high profile, complex and multifaceted programmes and projects.
- Significant experience as a proactive and visible driving force behind digital transformation and modernisation at an organisational scale, including customer and workforce transformation.
- Strong commercial and financial awareness, cultivating successful relationships with both internal partners and external suppliers to drive value for money and
- Able to shape the business direction and strategy through anticipating and identifying trends and shifts in relevant technological, political, economic, social, and/or environmental developments.
- Significant leadership experience, including at executive board level, ideally in a heavily unionised environment.
Desirable Experience:
- Previous experience at executive level
- Knowledge and understanding of central government environments
